requires terrain that supports Heavy
i just cant add any floor there is there any way to fix that?

If it's moving water, no, not without mods or dev mode. If it's soft sand/mud/marsh/shallow water, use a moisture pump to change the terrain to something that supports heavy. Or just build a wood bridge and accept there will be a wood floor there (doesn't count as a floor for nobles/altars).

You are also able to build a wood wall, if you'd like. For me, that's better than having a floor that doesn't match, if that matters at all to you.

It was changed a while ago to count as basic flooring for nobles. I'm not sure about altars though.
There is a mod called "Faster and Better Moisture Pump" but honestly I suggest just changing the terrain using Dev Mode. It's much faster.
