Check custom playstyle settings and turn that option off.
"add unwavering prisoners" under general.

Is that just an option for when you start a colony? I don't see it in settings.

Set difficulty settings to 'custom', you can edit it there.

It's supposed to incentivize using the slave system more. If you have no interest in using the slave system regardless then ya you might as well turn it off.

Slaves, organs, ripscanning, hemogen farms, etc. Prisoners with no use, well, have plenty of uses.

if you enslave the pawn and then "Emancipate" them you can bypass it

wdym? they just go back to their own faction when you do that. They leave the map.

Yes, but they aren't a prisoner or a slave anymore. I mean, I'm not sure how it helps the OP, but it sure does bypass something.

No need for The Chair. Just switch the little buggers off in custom difficulty. I'm not 100% sure, but I think that even affects Unwaveringly Loyal pawns already spawned in.

The chair is great for the principle of breaking pawn conviction in my opinion

See this great feature list
* Brainwash pawns into reducing their will and resistance to 0
* Working on unwavering loyalty
* The ability to brainwash pawns into changing their traits and passion levels for things through brainwashing
* Mod settings to allow modifying pawn backstories and abilities through brainwashing
* THE NUMBERS, WHAT DO THEY MEAN?!?!?!
* Note: Physical traits such as beauty and toughness are excluded from the list you can modify through the brainwash chair

That was a bug that was hotfixed very shortly after 1.4 released.

You'd think they could be brainwashed into being beautiful on the inside. And trust me, if there's one thing Rimworlders do, it's see how people look on the inside.

Enslave them for labor (its not like loyal craftsman cant be used), use as Organ or Blood farm or just sell them as Slaves. Might even eat them with the right Ideology.
I think its partly to stop good players from aquiering tons of Pawns too fast
