Elbow Blades + Hand Talons/Field Hands on Ranged Colonist

How would this work? If my colonist is being engaged in melee range and can no longer fire his firearm, does my colonist then roll for both weapon types and choose one or will the Elbow Blades default 100% of the time even if artificial hands are installed? If the possibility exists that the colonist may opt to use punches instead of his Elbow Blades, would it then be beneficial to install Hand Talons as a backup?

Their best melee weapon, including natural and artificial body parts, and striking them with their ranged weapon, will be used 75% of the time. The next best will be used almost 25% of the time (if their best is also their second best because they have duplicates, like x2 Power Claw, then it will also fill this one), and the rest will rarely occur.
