That's not the problem.
The problem is that adult clothing doesn't fit on the child body model by default. Adults have 5 different body models, Male, Female, Fat, Thin and Hulk. Technically you could probably use the 'Thin' model and slap it on a child (that's what previous child mods did on the workshop) but that's not how the current system is set up in vanilla.
There are mods that add more variety of childrens clothes though.

The hardest part isn't the coding, it's making the clothes for each individual apparel / armor piece. Unless you're fine with using the 'thin' graphics for all your children pawns (that's how previous child mods did it essentially)
You could ask around at the 'Babies and Children' and / or the 'children, school and learning' mod how they did it for their children and see if it is possible to apply for children in general. I think they should have the answer on how to do that.
Another method without involving code would be to copy paste every individual clothing piece you want in a new child xml file and adjust costs and sizes for children and then point to the 'thin' version of the graphics. Arguably this would take more time but is easier to do than coding.
Lastly if you got the cash, there's the rimworld mod market, maybe a decent enough coder is willing to do it for you for a small fee.
