I suspect you want the second one? In which case you'd need to know which collection / modpack you want and then just press the subscribe to all button.
So tldr: Collections are better used as reference for downloading mods rather than basing your entire gameplay on as they aren't always complete.
RimWorld is more of a choose your own features approach.
As Joe said you can check out collections to get an idea of mods you may want to add to your own colony. But the more mods you add the longer loading takes. And it can be problematic to not know what mods are active.
Typically when it comes to finding mods the normal approach is to:
A: catch your self while playing saying "why can't I..." or "it would be nice if I could..." then go find a mod that does it.
B: browse the workshop when your bored at work.
C: Watch YouTube videos like Mr. Samuel Streamer. Who often have large elaborate but themed colonies to introduce you to mods you didn't know you needed.
