What you want is to do a very low amount of damage so the hits spread out causing pain and are unlikely to destroy anything important. Machine pistols do only 6 damage, which is significantly lower than anything else. The next closest is an awful ranged weapon used in melee which does 7.2 blunt damage, but melee damage has variance and that can hit for up to like 11 damage, Human firsts are 8.2 base blunt damage and higher DPS though and should be used instead of the weaker gun attack most of the time. Then for an actual dedicated blunt weapon there's awful wood maces which do 11.3 base damage.
Generally speaking, you might not want people carrying machine pistols all the time since they aren't very good weapons overall, same with awful wood maces. A more typical situation if you want to down somebody with a lower chance of killing them, is to either just pick anyone with a gun to melee attack them, or drop whatever weapon they have equipped and punch the pawn down.
Tec 9 causes too much bleeds unless the target is armored, which early game raiders don't usually carry flak or power until mid game. with biotech your awful maces and gun pokes are going to get shredded by neaderthals and yttekin because of the 150% damage bonus they get due to their genes. i personally recommend using mechanoids because of their needle and low powered energy weapons that deal smaller amounts of damage and don't kill unless it hits a vital area.

word of serenity is great for break downs, but you don't get catharsis buff then on the pawn with the break down so its situational
