I checked for an entry in "GameConditions_Misc.xml", that I found under /../Data/Core/Defs/
and there is no entry for psychic rain

OP, if you give us your mod list if any, we could help identify the culprit, if no mods, what game version are you running on?
I'd say no need to be a snarky know it all, but this is standard behavior for you. I know I have a lot of mods and don't remember every little thing each one does. Human memory is imperfect. Except yours apparently, you're a perfect, all knowing super genius, or at least your posts imply that you think so.
Maybe try giving the answers without the superiority complex.
