If you don't use a lot of mods then it won't be hard for you to turn off half of them to check that it's not a mod that's causing the problem. The technique is to cut the number of mods in half at each take, instead of closing all mods manually, which technically can be an optimization of your time.
The rationality of the argument comes from the fact that the base game does not introduce the behavior you describe.
You'll find a bunch of checkmarks and X's. You want to find "Fast Ecology". It should be in the first column.
It shouldn't be enabled by default, but maybe it somehow got enabled on your save. The symptoms you described match the function of "Fast Ecology" almost 1:1. If it's not that, then it can only be a mod that had an update overnight. Either find it and remove it from your modlist or wait for whoever made the mod to fix it.

Is it really that bad to try to solve the problem by process of elimination? I mean, the default game doesn't suffer from this problem.
I would like to recommend you to try a file integrity check of the game.
From the Steam Launcher, right-click on the game from the Library and select Properties from the menu.
1. Select the Local files tab and click Verify integrity of game files...
2. Steam will verify the game's files. This process may take several minutes.
3. Once the process is completed, the Check Window will automatically exit.
Please Note: One or more files may fail to verify; in most cases this is normal. These are local configuration files and should not be altered in this process.
