Slave ship - Join as slave/Join as colonist

Why will some of the slaves join as slaves, others will join as colonist? I want all of them to join as colonist, I am the breaker of chains!

Because they don't want to join your colony, they probably have a home they want to return to that they were forcefully taken from, and by purchasing them you are getting an unwilling slave that is going to want to escape. At least until you lock them in a room for a few days and brainwash them into eternally loyal... pawns.
