mod downloading forever? please help

so i updated to 1.4 and subbed to the mods i wanted in the workshop loaded the game and went to set up the modlist in the menu and in the inactive mods list every entry is "downloading..." i left it to run after no change and over a day later and its still downloading with no changes idk if ive done something wrong of if something is broke someone please help

fully close steam, not just the X at the top right. launch it again and see what you get. restarting the computer also helps.

With 1.4 the devs now allow you to unsubscribe from continuously downloading mods, this may be due to the mod being deleted or any variety of issues. Simply click on the downloading mod and click unsubscribe.

the restart worked
but it couldnt have been deleted mod as i had subbed same day and it was ever mod so it was a broad issue either with rimworld or with steam
my money is steam because ive had similar happen with game installs in the past
