To avoid having a bunch of pawns running around half-nude, set your tailoring recipes as follows; Do until you have X. Set the sliders the same as you did your allowed apparel, 51% - 100%. I usually set the quality as normal on up, so they don't wear poor quality clothes. (usually after I've got the basics established in the colony, since it takes a while before you need your first set of replacement clothes) If you set the X number to 1, your tailor will create a new piece of apparel whenever you don't have any that are not tattered. This way you'll always have one pants, shirt, or whatever in stock. If you have a lot of colonists maybe up the X number to 2 or 3 so your reserve pile is a bit bigger. (1 works just fine for me, but I usually run less than 20 colonists)
If you want to see this in action, feel free to check out my YouTube channel called "RafeTizer". If I remember correctly, setting up the apparel is in my Early Game guide video.
