Modded Play through : Rain effect Not showing up

Just noticed this recently after adding a big batch of mods, The rain effects seemed to stop working - Im kinda thinking it has something to do with Real Fog of War mod but i wanted someone elses opinion. I've tried removing other mods but just wanted to know if anyone has/had has this issue with a resolution.

Sometimes the weather's a jerk. Depends on the biome, but I've seen deserts go several years without rain and temperate regions go seasons without. Of course, if half the map's on fire things may be different.

It's not whether or not im getting rain, When it says Rainy thunderstorm or rain in general, i Cannot see the visual effects of the rain. Im not sure if any one has had a mod conflict with this before.
