Edit; You'll need to activate Development Mode in the options, and then open the Debug Actions Menu at the top middle of your screen (hover your cursor over the icons and a description will appear), when that opens at the top left hand under Incidents you'll see ''Do Trade Caravan Arrival...'' - this allows to spawn a trade caravan from any faction currently in your world.
Edit 2: not sure how you can recalibrate their random arrivals chances etc.... some one here will be more clued into this than me.
There is no way to spawn an actual Tribute Collector.
They're start visiting your colony once it's wealth exceeds 20,000 silver. And I feel it's random how they visit; i've had very good relations in one colony and they rarely visited. With another colony they visited nearly twice a year.

When I was looking in that area the TributColecter wasn't showing, after a reboot the list of options are a lot bigger
