Is there a way to use Dev mode to force extra lovin?
I have a couple who haven't boned for more than a few seconds in like 3 years. They are in their 40's. Would really like to see them have a kid before they both kick off.

If they're in their 40s, check the lady's fertility stat. Her chance of pregnancy at all may be getting pretty low by now.

There is an option in the social tab to change conception chance from 100% to 400% or 0%

Also make sure she is not infertile or he is not sterile. Otherwise you may need to find other options.

If all else fails: research fertility operations, queue up a bill to extract an ovum from your female colonist, select the husband and have him fertilize the ovum (via right click), implant the resulting embryo in your female pawn, ???????, profit.

You can use growth vats too if you want, but you already have the couple. If either pawn is sterile the above steps won't work (you won't extract an ovum, or there won't be fertilization to produce the embryo).
