Report a translation problem
I updated to 1.4 with Combat Extended and the game is relatively the same on 1.3. The only differences that I noticed is that there is smooth camera movement when you click an event to show the location, and I believe raiders now come with a larger variety of equipment (Even early game). I haven't noticed a difficulty spike or a change in how fast crops grow.
The mod however it sounds like you might have not activated it after installing it. You gotta activate it in the main menu of the game, under Mods.
thats just rude... OP clearly has experience and skills from 1.3.. so not a skill but more a DLC/mod issue.
for me, i don'T know if OP has the DLC... and if they somehow thought its great to create an overpowered -5 metabolism race that has to eat 225% compared a basliner it would be an explanation.
because if they did... that also explains why they starved before the first RICE harvest.
If you're continuing to experience errors with it, other mods may be having conflicts with it. Which, given that it's CE, that wouldn't be surprising. CE doesn't play nicely with most other mods.
As others have said, neither of those were caused by 1.4. Like, literally nothing was changed about how long rice takes to grow and harvest. As for Combat Extended ( Not sure why you censored that... ), that's a pain you're going to have with any game that has mods when a major update hits.
I'm just amazed the spoiler bars were CE compatible.

Seriously, though, even without the compatibility headaches, CE isn't worth it. Tries to make combat more realistic by.........making it even less realistic.
Combat against humanlike and animals is bloody easy with that mod, but bloody hard with mechs to the point of you getting 1 shotted. It heavily encourages you to make a killbox for them so that they don't outrange you... Pawns with minimal skill in shooting will be able to reliably hit consistent shots despite being in a stressful situation fighting for their life. Give them armor and they can face 10 enemies on their own. They are no soldiers, just simple people who crashlanded onto an unknown planet. They shouldn't be able to do that.
I have recently ditched all the combat mods in favor of manually messing with scenario editor. Vanilla combat with increased bleed rate takes the cake for me.
Pawns have not been altered so that they starve more fasterer AFAIK... There must be some other cause.

I pretty much stick to the pre-"Pen"/DLC release because I don't like the mechanics introduced with that version and later. (Can't remember the version atm) That's why I clicked on the thread, hoping to share my complaints with another of like mind... :)
Your issue is either circumstantial or mod-related. "Circumstantial" in that you just had normal, expected, gameplay events and didn't do what you needed to do or a broked mod broked your game... Simple.
