And I think if you use the Extended Surgery mod you can fix it.
Aside from mods, you can do it the Rimworld way - hack an arm off a prisoner and replace the damaged limb of your colonist with it.
Or, if you're swimming in silver, get a bionic replacement from a trader - this way you're actually improving the victimpatient.
At a last resort, you can make basic prosthetics, but there's no fun in that...
One mod allows you different tech levels for replacements from simple steel arms and hooks to lightening fast robotic arms, meanwhile the other helps heal scars and gunshot wounds.
You can harvest legs in a roundabout fashion by installing cheap prosthetics such as a pegleg on someone, though, which will remove their current leg. Not sure if you can also do that with arms and arm prosthetics.
At the moment, a shattered arm bone is only easily repaired using a prosthetic arm or bionic arm, which you'll have to purchase from a passing trader. Alternatively, there are various user-made mods that add in more accessible prosthetic arm replacements.
