Large rooms are always unroofed...
I have several rooms that are 13x13 tiles in size, mostly used for storage...

None of them qualify as being 'inside' because the game refuses to put a roof over the center-most tiles, even when explictly instructed to do so...

Is this a bug, or is it something else?

The roof can only extend a certain number of tiles from a support (6 iirc). Add a single tile wall at the center should fix this "problem".
13x13 including walls in the largest (square) space that can be roofed. If they are not roofing, you have them doing other stuff.

Roof construction is the lowest construction priority there is. So make sure it's the only construction project.

This is incorrect. A wall can only support a roof up to 6 blocks away from it so the maximum room size that you can have without making additional supports is a 12 by "whatever" room. I say "whatever" because as long as two parallel sides are no farther than 12 blocks away from each other, it does not matter how big the other two parallel sides go and the room will still be able to be roofed.

A 12 by 12 room is just as roof-able s a 12 by 30 room. It's when you go above the 12 block space, like in 13 x 13 room that you need to start adding in additional supports to allow for the roof.

I think there is also a hard limit of cell numbers in a room that the game does not automatically apply the "build roofed area." I think that number is 400, but not sure. Meaning if you made a 12x33 (12 x 33= 396) room it would automatically have a build roof order added. If you make a 12 x 34 (12 x 34 = 408) room it would not automatically have the build roof order added, you would need to assign that roof yourself.

Obviously if that number is not 400 exactly, you would have to adjust that accordingly.

This is also why when you build a room wider than 12 but still under the hard cell limit it will build roofs 6 tiles in from all the walls, while still leaving the center open.
Well, I make 13x13 rooms (including walls) all the time and they roof just fine.
