Also, if the solar panels are under a mountain, they won't product enough.
Also, that's a lot of draw quite frankly, especially considering you're only getting power during sunlight hours and you're using power 24 hours a day.
9 solar panels seems like a lot, but having never used them I don't know how much they generally produce, and 4 coolers + a comms station is probably using 1000W. To power your base for an entire day on batteries would require you to produce 2000W excess power for an entire day.
The more batteries you have running at once the more power is wasted.
I find it's a good idea to fully charge 3 of the batteries and have then seperated by a power switch once they're charged.
The last battery can be used as a power meter and when it runs low just switch on one of your spares.
While charging the batteries it's a good idea to keep a close eye on them, and it's more efficient charge them one at a time.
It's a lot of work but it's worthwhile and those 3 spares will be used when the game hits you with eclipses or volanic fallout.
Would recommend mixing power sources. Wind Turbines go well with solar panels because Solar panels don't count as obstructions for Wind turbines and they can help each other pick up the slack when the other isn't running so hot.
Fuel power is great for consistency but make sure you have enough wood to keep the fuel powered ones charged.
