Have you though about putting him on his own sleeping schedule? Perhaps if he doesn't see the person he keeps hitting on it will stop happening.
Or maybe even keep them in separate zones as well if possible.
Arrest has a chance to go peaceful or end up in a fight. You don't have to recruit them again though as they are still part of your faction. Just release them after they have chilled out.
The rule is, the lower damage hits have a lower chance of breaking limbs
EDIT combat realism mod (and perhaps others too) have some form of crowd control weaponry. In CR you can load shotguns with special pellets that split into a lot of small dmg projectiles, effectively good at disabling pawns without too much damage
