Sounds like your workers are all preoccupied then. You should be able to make them do it by right clicking around the area.

yea you cant stack up too many commands or nothing gets done, try tinkering with the manual priorities on the work tab and you can get them to do what you want pretty quickly

I have the same problem. I used the no roof zone, and made sure that my worker where in the right area and not busy, but it was impossible to get them to remove the roof, I had to use a mod to make the workers remove it. And it is not a thick stone roof either.
