Unless you are playing on small flat maps, steel is limited but not so much.
Or you are building everything (walls) out of steel.
If you can build everything easily, then perhaps you should raise difficulty or stop using mods (99% of them are all about making game easier in every way possible)
Me do it when i grow bored of my colony but dont want to abandon it, usually around 10 years.
Plasteel, you get it by dismantling some weapons and mechanoids, via drop pods and merchants.
It's possible to trade for all these - but it takes years, even if traders seem to be coming more frequently for me than for others. I started out with best intentions, but am now considering capturing raiders and going the organ harvesting/slave-selling route. AI core alone is 7,000 silver, FGS! Other option is to gun up and take it from ancient ship crash event (= fighting mechanoids).
Can you dodge the uranium thing by moving cryptosleep pods from ancient ruins or do thery have to be custom-built ship's pods specifically? Again, likely another big mechanoid fight..
Pods for ships are special ones.
Plasteel and uranium, by the time im 'ready' for my ship, they have never been a problem.
Money is in the game for a reason, what you cant make or get, you have to buy, but that is why you are making stuff to sell....statues, all that leather, all those stones, slaves, food, wood weapons...
Now, sure it is a grind somewhat, by the time you are there, you have already won anyway.
You can also start fresh (and harder...), nothing forces you to build the ship.
I was able to build this ship: http://steamcommunity.com/sharedfiles/filedetails/?id=741895068
on a tundra coast. I disasembled my hole base, even turrets and energy for steel. 500 steel per colonist + the other stuff is expensiv.
