Once you give a pawn a xenogram they get a debuff that lasts 2years before they can change again.
And after that 2 years, you can give them a new xenogram to replace all existing xenotraits with the new ones, even if the new one has just 1 gene then all the old ones are replaced by that 1 gene.
But as you collect the ones you want you can implant them, and you can continue to combine them into a bigger cookie each time that you get more that you want into a bigger cookie.
The only limitation is the "gene regrowth" cooldown, which can be anywhere from 10ish days to 2 years. No idea what is the determining factor in how long it takes.
