Question, can I add genes one by one or do I have to make a huge cookie and implant it all in one go?

One huge cookie.
Once you give a pawn a xenogram they get a debuff that lasts 2years before they can change again.
And after that 2 years, you can give them a new xenogram to replace all existing xenotraits with the new ones, even if the new one has just 1 gene then all the old ones are replaced by that 1 gene.

Each time you implant a xenogerm it erases the previous one, it acts like a prothesis you can't have 2 hearts.

That debuff is for extraction, not implantation.
