I found out the hard way when I had made edits on mods without backing them up or making local copies of them.

It will completely redownload and restore all your mods and put them back to factory defaults (aka freshly downloaded)

It checks every file in every mod and compares it to the the file on the workshop, if anything has been edited or is different it will be redownloaded and replaced. Usually it will not need to download much, after Biotech released I was having to do verifications to get Steam to download my mods, I have like 6gb of mods and it would usually only download like 10-100mb.
