Where does the workshop put the mods it downloads?

The game id is 294100 so under that folder.

Where do you find the game id number?

Not sure in the Steam client but you can see it in the URLs when you browse from the web.

The client can be configured to show urls also.
edit: settings-interface display steam url address bar when available
