How do you level up skills?
By just completing the task?

That cant be right, taming needs lvl 6

Using the skill gives it xp, enough xp it levels up. As for taming... find something easlier to tame/train to build up your level.

Turkeys require level 2 Animal skill; they're the lowest level creature I've seen so far in the temperate bands I've been playing in.

Everything else is either 3, 6, or higher.

Go forth and secure the turkeys.

Yep, just repetition. Taming only needs level 6 for certain animals, others are much lower. If you look in each animals info ( click the 'i' in their info window) screen you will see a minimum training level needed.

Skills go up as the colonist does the work regardless of the final result.

Most "good" animals have a required training level of 6, save for some of the more useless animals, like rats.

Dog training isn't hard either, unless it's a terrier for some reason.

Terriers aren't dogs they are large rats.
sniper rifle gives 50 xp for shooting skill per shot, even it misses

set a low level hunter to shoot animals at night (they always miss sleeping animals) they could also have perks to shooting resulting in 100 xp or 150xp per shot, regardless if it hits.

havnt tested but a survival rifle may give similar XP with faster firing rate.

this is useless for .33xp char that have no interest in shooting tho

Is that right for sniper rifles..?.. I set a sleeping spot in my indoor range and have my passion/burning dudes shoot at it w a pistol since that's the fastest way to lvl up... passion dudes get 6 points per shot, burning get 9.. so if I switch to sniper rifles and get additional +50% would give 9 and 13 respectively..? Except the cooldown for sniper is 2.33, pistol is 1.26 .. so burning dude using a pistol will shoot twice for 18 skill points for 1 sniper shot of 13 points

Wait, I had to break out my abacus to make sure.. say burning dude shoots sr 100 times. So that's 233 ticks for 1300 sp
If he shoots a pistol 100 times that's 126 ticks for 900 sp, leaving 107 ticks from sr to get their 100 shots; so 107 ticks = 963 sp for a total 2263 sp

So in the time burning dude shooting sr 100 times to get 1300 sp, a pistol will give 2263

Get somebody else to tame the animal. Set it to be trained in every type of training it can do (varies depending on the animal's intelligence). Then take the original tamer OFF handling duty, and set the low-skill guy to Priority 1 for handling. Even if he can't tame a thrumbo himself, he can still gain experience by failing to to train it.
