I think the intention was to eventually use the Kickstarter funds to hire an artist for Rimworld, and that may have in fact been done, but I also feel like, looking back on things, that while Rimworld definitely has a distinctive appearance, the general style of Prison Architect "stuck." And I also think it works for the game, so I see nothing wrong with that.
But i do like the style, i honestly can't remember anything prior to PA that had the same art-style
As for EA, this is actually a complete game outside of a few tweaks on balancing. He delivered everything he promised on in the Kickstarter about a year ago (you're free to check, it's under the same name on Kickstarter), and everything else has been icing on the cake (and it's been a LOT of icing - there's been 2-3 major updates since he reached the point). If I'm to understand it right, the game likely won't come out of EA until Tynan's done adding what is essentially free DLC to the game - it won't be fully released until he's done and wants to move on entirely.
If you think you'll love it, you're doing yourself a disservice if you skip it now.
