Mouse Scroller Zoom-In Possible?

Is there a way to get the game to zoom in toward where the cursor is when you mouse scroll, instead of just zooming straight down on the current camera location?

Something like what prison architect does.
I have looked at the settings, there is a scroll option but it isn't that.
