I also think that if you change the bills while a work is unfinished, they may leave it idle while they start work on the new top priority bill.
I often set that between the stonecutting bench (0-6) and the other benches (smithing, tailoring...) as they are all related to same skill, crafting... I also set, on the tailoring bench, the head stuff (hat, tuque) from 6-7, and the rest of other clothes 7-20 (same logic goes with smithing with some small waepons like knife, bows, clubs that will go for sale, 6-8, and other more important stuff 9-20)
Doing so will prevent guys from starting multiple same items like pants if you ordered 6 pants and 4 hats...
