If you want a huge part of the map forbidden, just create a zone and draw the authorized area.(usefull for toxic fallout or focused work in an area)
If you want a small area forbidden, draw this area, then hit invert.
Then assign new zone to colonists
Works the same for animals zones.

Or do you mean you want multiple areas selectable so that different pawns have different forbidden areas?
If you are looking to do that and you are just out of zones, there is a mod that lets you have more zones than the vanilla game allows, forget the name of it though. And don't know if it is ready for A15 or not.
One last thing... they won't actually be forbidden, they just won't be able to schedule any jobs/activites that either start or end in that area. It is possible they can still walk through that area depending on pathing. I think they try to avoid it, but it is not really "FORBIDDEN!!"
Yes i wanted to remove several little part of my base for my pawns since i use the rimushima mod and colons were getting hum.. radioactives... So, no it's for everyone, but i'll check if i find the mod you mentioned, it look interesting to manage a big colony.
