Your batteries are outside, in case of rain, you wont like it (rain can happen too in desert)
Your beacon zone looks like it is roofed, ship traders wont be able to buy or drop anything if that is the case.
maybe you need to press B few times, to connect to the left power network with the batteries.
and yes like ficelle said, your setup is not really optimal in many factors.
but im sure you will find them out soon enough.

You haven't needed to have orbital beacons exposed to the sky since before Alpha 12 I believe.
Mmm, im so used to have them unroofed ive not tested otherwise.
Yeah the only issue is where supplies drop. If you have an inside-the-mountain base, the nearest outdoor tile may well be an area you have not yet revealed. So dropped supplies could potentially pile up there, and look like the game is bugging out.
At that point it is great to have one outdoor beacon just for receiving, or for anything you may want to sell that won't deteriorate, and that you don't want raiders to steal, depending on location.
Still, it is great as it was a pain to store and sell degradable stuff.
I was used to the old alphas way of beacons.
