They're not "cheat". They're unbalanced, for sure. Most of them are. But... Cheat ? There's no such thing as cheating in *sandbox* *singleplayer* game. To cheat, you need rules. And there's no rule about anything in this game.
On a server ? Sure, maybe some mods could go against server rules. But in the game itself ? Not even "cheat mods" are... Cheats. Cuz you can't cheat if there's nothing that tells you that this or that is cheating.
Yep yep, this is pretty much on point. And by extension, just look at what the BASE GAME offers for game customization - anything from turning off just about every challenging element, to making survival outright impossible past initial resources. Tell me that's less/more of a "cheat" compared to basically 99%+ of mods out there?
tl;dr, base vanilla game offers more "cheats" by default compared to mods. It's called preferential customization.
