For example a ideology that supports executing prisoners will get development points from doing so, a ideology that is charitable will get points from doing charity.
Every ideology will get points from doing their rituals.
Gather enough points and you can reform your ideology (add stuff).

So it can be worthwhile to convert/enslave a prisoner, even if you plan on executing them. And likewise, quests that have you hosting royals or keeping prisoners present an opportunity to get a few points by converting your guests.
Then when you do reform, delete all of them and add 6 new social events and it immediately resets the cool down and you can spam them again.
Repeat and prosper.
If you're feeling extra sassy, try the Spread the Word mod. you can apparently turn entire friendly factions to your ideology, although I've never managed it yet.
