Sanguophages do not regrow lost body parts, they just heal scars and the like over time, so they get stuck like that without outside help if whatever is destroyed is vital.
(The exception being the brain, if the brain gets destroyed even a Sanguophage outright dies).
If a vamp would be considered "dead" then they will remain in a coma until you surgically replace the critical organs.
For Sanguophage prisoners you can quite literally harvest every single organ that is harvestable, turn their food restriction to "nothing", turn off their blood supply, cripple anything you can that is left and they still wont die. Like this guy:

And for anyone asking, i didn't do this simple to be edgy, the DLC was still new and i was under the impression that they would eventually regenerate and figured that it would likely take more time the more damaged they were. I was wrong and i feel kinda sorry for this guy.
