I'm having no such issues at all in the current play through. There's a lot of new mechanics to learn and I'm having fun playing around.
Have you checked on your end if there might be something else causing it?
I know that my own PC can have issues on low space left.
As for the actual genetics part... I dont know. I think its fine the way it is. It gives modders some playroom to expand on it if they want to. But hey thats just my opinion ^^
Playing is for babies not children. An adult will play with a baby when set to childcare, and being near toys increases the effect of that play. Once they age up to 3 or 4 or whatever and start moving around on their own they no longer care about playing, they switch over to wanting to learn which is an entirely different mechanic.
