Toxic resistance/immunity are fairly common across the xenogenes so I personally don't see much use in them for my colony... but...
Having a tox-immune pawn (waster or something) with go juice/Jogger/bionic legs/luciferium/vampire speed bonuses with a tox pack and/or grenades can quite literally run circles around a pawn you want to capture until they pass out from the smoke. Assuming the other pawn isn't tox-immune. Or wearing a gas mask.
It doesn't down them outright but if they just shoot a little worse and down a little easier etc that's already valuable
Didn't use them a lot, but they made a lot of damages on my side.
I think it can be very strong, but you need to use a lot of them to cover a large part of the battlefield, and your troops need to be immune to it or at least resistant.
And also pray for the ennemy to not be immune to it.
There is one situation where it's very strong: on an almost flat battlefield it allows you to deny the few cover available.
The shells kind of suck. I tried using them to see off a few sieges and even if you're nailing every shot the radius is so tiny and lasts such a short time that you won't even make a single raider sick (much less down them) before they finish their own arty and/or reach your base.
