1. A mod called Rim War.

2. A mod called Empire... which unfortunately has no 1.4 version.

With these two you can. But until Empire is updated, might you instead do the next best thing by grabbing both Rim War and Vanilla Outposts Expanded.

Perhaps a bit off topic, but if you want a kingdom building game in the same vein as rimworld and DF, you should try Songs of Syx, which is one of the best city builder/ empire management games i've played.

Yes, definite second. It's a lot more arcane than Rimworld so there's a learning curve, but once you start getting the hang of it, it's amazing.
