I don't think so. I also expect a mod soon to allow crafting of the gear akin to the psylink crafting/buying mods
I never got the random quest but on every map I play on there is a downed mech with a flashing red light, if you walk a pawn near it you get a quest to destroy it and inside is a mechlink. I have a mechanitor but since my colony is tribal right now I cannot build the charging stations so once his mechs run out of power they will be disabled. I think that mech is on every starting map now to get people into the mechanitor part of the game faster.
To answer the OP have you tried clicking on the scenario editor red x to enter the editor? You should be able to type in the number of starting pawns, number of total available pawns and pretty much everything in the scenario including amount of starting food, resources and weapons. I have done tribal starts with 10 pawns before.
When you add more starting pawns do not forget to add more starting food and starting weapons as well.
The mechanitor starting scenario is the only time that the Recluse trait is forced.
They are seeming like a 1-2 per run though unless you cheat more in.
