I wouldn't count on any relationship bonuses from raising a baby, there are some but there's just about as much of a negative relationship hit every time the baby cries. It ends up being mostly a wash. Baby giggles do provide a bit of a mood boost to people nearby, but it's a hugely demanding task to take care of a baby in the game so it probably is much more efficient to shove them in a vat for a bit.
You have to wait. I noticed this last night myself. if you wait a little bit (just a day or two) the option should come up again when you click the growth vat.
