Report a translation problem
I create two outfits. 'Melee' with shield belt allowed and smokepop disallowed and 'Ranged' with shield belt disallowed and smokepop allowed.
Set both policies to 51-100% hit points and they auto-swap out tattered clothing, too.
This is a vanilla feature, and lets you control what everyone wears fairly easily.
Note that pawns will automatically put on or take off available clothing to account for the weather unless you have them force-wearing something. So if you're not picky about who wears which coat, you could just put all your clothing in an easily accessible place and let your colonists decide when it's appropriate to change. (I'm pretty sure this is vanilla behavior, but I could be wrong.)
As far as the hovering thing, unfortunately, there's not such a mod I'm aware of. You're right, that would be quite useful, so I'm surprised it doesn't exist. Maybe it does and I've missed it?
