How to get psylinks while being against the empire
I know there is that one quest when you get the deserter, but past that there doesn't seem to be a way to get higher psylinks beside anima trees, but those take a long time.
Is there any quests or something? Do I have to raid empire outposts?

You can get neuroformers on occasion as quest rewards.

Trees.

Natural focused pawns can meditate at a an anima tree to grow grass around it. Once it gets enough grass around you can do a ritual to give someone pys powers
I said besides anima trees, they take too long.

Trees, empire, quest rewards, and rare shop spawns are the only ways I know of to get psy-links without mods. With mods you are likely find ways to craft the things yourself, rip them from the dead, or some other way.

Also, with Ideology, if you have Blindsight, then blinding rituals can give psylink levels if they're high quality. You can blind a pawn multiple times if you restore their vision, i.e. with a bionic eye.

its not so bad if you get tribal visitors, although thats situational.

We have that one early "the deserter" quest you always get when not joining the empire (gives you info about a key outpost containing some psytrainer stuff, i believe it might include a psylink but i'm not 100% certain).

Other sources being rare quest rewards (as others have mentioned). Its said by the wiki that they can no longer be acquired through trade (since patch 1.1.2654). Haven't done it myself but i'm told you can get them from raiding empire bases.

The be honest using the anima tree is likely the quickest out of all of these.

If you wanted to get psylinks then the best way would be not to play as evil so I'd make sure if betraying them was really worth it. It's another way to play so it must be possible, but I doubt it means an abundance of psylinks.

The actual greatest way to get psylinks quickly is to repeatedly betray them. Get someone with a title that gets another psylink, call in the ceremony, then murder the bestower and take their 2 neuroformers. Then, chuck a bunch of money (and/or hats made out of the bestower and party) at the nearest Empire settlement until they stop being whiny, then call another ceremony. Rinse and repeat.

Sure if you like being an evil cannibal just to double your yield. You'd still have to earn a basic title legitimately in the first place, even if it is the most basic one. Seems like a lot of effort that could just go towards doing things the proper way in less time. But I admit there is a certain diabolical hilarity to your method of fooling them.

It's a lot more than double. You're still eligible for a promotion, so you don't need to go get another rank to call them again, you just need to give them enough money to make them forgive you.

You do that in the first week on-planet.

Ok but it still seems like it only works because the ai is dumb and doesn't take this tactic into consideration. Somebody said, I dunno if it was you, that they updated so that if they die from cold/heat it's your responsibility, but by sending them human leather and human meat it counteracts the crime. I mean killing, skinning and butchering someone then sending that as a gift should not mitigate the act. Nor should they be so gullible as to train wave after wave of bestowers and guards and not think "what's happening to them all? This stew is good. I especially love the fingers with bestower rings on them... wait a minute... what lovely leather, I especially like the human faces. Hey bestower #125 get in the shuttle!".
