For a much more reliable method, you can send a caravan to their settlements, or use drop pods, to give them gifts, which will raise your relations with them.
A less reliable method but still extant is that releasing prisoners belonging to the Empire will give you relations. I think you get more if you bring the prisoner to their settlement, or pod them there.
In any case, once it reaches 0 (or is it +1? can't remember) they'll become neutral again.
Just drop pod all your excess wealth on them and you should be good.
Another option is to cheat and act like it never happened...
Only takes a few thousand silver to get them back on your good side.
It's like paying the fine in skyrim ... a few hundred septims and you're all good again even if you murdered the court wizard.
You still get empire quests, except the ones for the ceremonies.
Big brain moment right there.
Sell them their own pawns back piece meal.
I believe you can trap them (the bestowers and troops) in a room and then temperature kill them. It won't even register as you having killed them that way. I think Veequeue did a youtube bit on it. They drop the psylink former so you can repeat it ad infinitum. Ah yes found it;
