Start by putting Performance Optimizer and Jecstools below Hugslib, most things should never be loaded before Core.

Toss Better Loading, it breaks things more than it helps

I'd look into using RimPy to sort your mods

I removed a couple of mods from the list last night and I think it broke the game.

I can't even access dev mode spawner.

I'd suggest looking into updating your modlist to 1.3 There is going to be a ton of bugs and incompatibilities from unpatched mods

Still can't access the debug actions menu.

As Ziehn said, you have mods that look out of date - they are the wrong version and will not run on Rimworld 1.3 without causing problems.

CTRL F on your posted log in your browser and type "is not in valid format". There are 178 matches, i think all of these are errors that refer to out of date mods.

I'm not on 1.3!! Nothing has changed on my end except for removing some mods and re-adding them to no avail. I have created local copies so updated mods would not interfere.

Well maybe it's time to get onto 1.3. It runs better, surely. You may also be using mods that are for 1.3 on a pre-1.3 version of Rimworld for all we know. Time to get with the times my dude.

This is a line from the log:

Harmony(brrainz.harmony_copy)[mv:1.3.0.0]: 0Harmony(2.2.1), HarmonyMod(1.3.0)

Is this Harmony for 1.3?

Looks like it is. So there it is, OP. You need to update Rimworld, update your mods, ditch the ones that don't work anymore and probably start a new game too.

The vast majority of active errors in your log are related to MedPod. You are running 1.2 but it looks like at least some of your mods are updated to the latest version built around 1.3, for example you are using the latest 2.2.1 version of Harmony, which does "support" 1.2 but I imagine your problem is related to MedPod trying to use an older version of Harmony which you don't have.

You do also other launch errors trying to reference things from version 1.3.
RimWorld.GuestStatus, Assembly-CSharp, Version=1.3.8092.34798

There are many, many, other errors, it's difficult to try to debug.

You said you removed mods from your save, this in many cases will seriously corrupt the save and if you saved over the old save then there's very little you can do to fix it at that point. Some of your errors are launch errors probably related to version mismatches between mods, but your save itself appears to be entirely borked at this point, unless you have an older copy of the save from before you removed any mods.
