horseshoe pin after billiard table?
they both fill the same joy tolerance, so there is no reason to still have it in the room or?
as far as I understand it, it even makes the situation worse, right?

I don't know if they'll prioritize the billiard table as they ought to, but remember that the billiard table is very large and can only accommodate 2 people at once. So you might not reasonably be able to get the volume you need from billiard tables.

A horseshoe pin is one of the first things I build (outdoors) to provide r&r for my starter colonists.
Later, I will always place a pool table in my recreation room (indoors), together with a card table and a tv + sofa.
Besides my own preference for the aesthetics of providing a pool table, it (and additional furniture) when crafted with 'good' materials and by a well qualified constructor can make a huge contribution to the room's impressiveness/beauty.
So... while both may satisfy the recreation requirement, the pool table also provides more essential mood enhancing needs than the horsepin.
Plus, it satisfies the same recreational activity while being indoors, which the horseshoe pin cannot provide during a toxic fallout event, for example ;)

Horseshoe pins can be constructed inside rooms. There is outdoor need for them or anything like that.

All I can see in my mind's eye are the dinks and dents in the flooring, walls and other furniture that horseshoes will invariably make ;)

My people throw horseshoes over the heads of other people eating at a table in front of them. There gotta be accidents sometimes.

My pawns "assist" my research pawns by giving them practical knowledge about trajectories of objects flying over their heads.

Pawns don't like to go outdoors during extreme weather, so I build my horseshoe pin indoors, in my large rec room. (as soon as the colonists land on day 1 I build one outdoors, but move it inside later.) The large rec room is also my main crafting room and kitchen. Put some sculptures in the middle, near the horseshoe pin and the crafting tables around the perimeter. Put some comfortable seating where the horseshoe players will play and they will also fill their comfort bar, unlike a billiards table. If the pin is built outdoors, it is hard for players to fill their beauty bar compared to playing in the main hall. Also hard to get chilly, frostbite, heatstroke, struck by lightning, accidentally step on a trap while woozy, etc when playing indoors. Also, when they finish, they are probably closer to their next task such as eating or cooking/crafting or playing chess. Indoors is the place to put it.

With this design, a billiards table is just a big waste. Mostly a waste of space (with its exclusion zone, it needs 20 tiles to operate optimally), but also a waste of materials and work compared to the few sticks of wood required to play horseshoes. Although billiards trains shooting slightly faster than horseshoes, the training stops while a pawn moves around the table to setup a new shot, so they are approximately equal in that regard. The horseshoe pin only requires 4 tiles, maybe less. One for the pin and up to 3 for the players to stand/sit. Stuff can be placed in between and the players will just throw the horseshoes over that stuff.

The primary advantage of the billiards table is that it has a higher base recreation power (130% vs 100%), meaning less time to fill the recreation bar, and the fact that it can have quality unlike the horseshoes pin, further increasing recreation power (up to 234% at legendary vs 100%) as well as beauty.

The actual rec progress is a bit lower though, since they move in between shots. Wiki says 176% for legendary, which might be true or not. Still a major advantage.

Aside from the quality improvement, it looks better than a simple stick in the ground. I'd like to imagine my people playing something classier once things are more comfortable.

Yeah, I don't know how they got to that exact number, but it is true that it'll be a bit lower than the hard numbers. Even if 176% is accurate (or accurate enough), that's almost twice the speed of rec gain compared to horseshoes pins, and a mid-to-late game with production specialists (from Ideology) or a tortured artist, or better yet both, legendary furniture isn't a difficult accomplishment.
