Go ahead and do it. Not sure exactly what you'd want to see in such a mod. A "Naruto mod" could be many things.

I would like a mod that includes the villages of the various factions, obviously weapons and original jutsu from the manga and anime, sharingan and the other types of well scripted eyes
and as for royalty all the various types of degree

'You'd probably get more people willing to try over at Kenshi. Although im really new and have no experience with mods yet, i do think ive heard of mods with magic so i imagine naruto stuff is at least somewhat doeable
