Tethered animals with no caravan

I have no current caravan. I am not forming a caravan. Yet I have multiple animals hitched to the caravan spot, including ones that have NEVER been on a caravan. Anyone have any ideas how to fix this? I have already tried deleting the caravan spot and reloadiing. Didn't work. Screenshot follows:

There's a notification that your pen isn't enclosed. Enclose it and they should be moved over to it.

You need to build an enclosed pen for them. If there is no valid pen then animals are tied to the caravan spot to prevent them from wandering away.

Thank you. Something destroyed a section of my fence without me realizing it.
