But seriously, i wouldnt call it strategy, theres some when combat starts, but I also wouldnt say its like the sims, its hard to pin down unless youve played dwarf fortress and understand what makes that a good game besides the UI being awful.
Agree with Skullywag, I see this game closer to management games than strategy like Paradox games. There is some, maybe a lot of strategy in it but your true task is to manage resources.
Nobody will give you a definitive answer for a subjective matter. Best thing to do is play for two hours and check if it is for you, if not refund.
For me they are both excellent games.
I have no idea what you consider "extremely complex games", or "grand strategy", or even "simulation". Why don't you tell us what games you already like to play, or what game is your favourite.
I don't want to convince you of anything.... I'm no salesperson, I didn't make this game. If you've watched the let's plays and don't like what you see, then why bother? Your friend is right, it's a great game, but I have no idea if it will suit you.

In my opinion, a good example of a grand strategy, very complex game (and also a simulator) is Europa Universalis 4.
I wouldnt play The Sims...its more of a "fun" game.
Rimworld is nothing like The Sims, its very challenging, all the way until you win, it keeps challenging you.
I do enjoy grand strat games, 4x etc. and games with more depth, which is why I love Rimworld.
Read some reviews dude...aren't there tons of them? And to your original question: This is similar only in a few ways to the sims, there is much more management and decision making than the sims. Furthermore, death is a more prevalant consequence. The sims is a far more easy going & casual game than this.
