Try to make clothes from camelhide, or something like that with good insulation. You can check it if you click on the wool/leather info.
However if you want specific articles of equipment that are just a step above in the insulation department compared to existing items, you may in fact need a mod to solve this problem.

With normal quality dusters and cowboy hats, you can get their comfortable temperatures into the 50s, with excellent and better and focusing on better materials, you can pretty easily hit 70 C+. They won't be dropping dead in 90 C weather, you just have to make sure you draft them and make them stand in the freezer when they get to moderate heat stroke.
What I am saying is that I am not sure why you need to mod around it. If you live in a dangerous climate you can handle it with vanilla things. Unless you are living in an area which is 90 C or more all the time, in which case that sounds like a challenge run anyway.
