Best way to get rid of tattered clothes?
And I don't mean like, getting new ones for my colonist. I made them all new clothes. My problem now is that my clothing storage is full of ratty apparel that no one can wear and I don't see an option to have them get rid of just the ratty stuff.

You can make a stockpile outside and wait for them to decay/burn/grenade them.
Either create a dump stockpile for clothes with less than 50% intergrity outside (even better in shallow water) or burn them in the campfire or crematorium. But if you want to save time just dump them all somewhere away from your buildings and manually set them on fire.

You could also form a caravan, pick up the crap you don't want, then, once they leave the map, discard it.
Burning them in a crematorium or smelter is basically instant and is by far the fastest and most efficient way to get rid of them. Hauling them outside is a viable option early game if you don't have the power/components to run a crematorium/smelter yet. Throwing molotovs is fun if you like to watch things burn, it's the slowest option and requires the most player and colonist effort though.
Decided to call one of my allies and asked them to send a trade caravan. Sold them all the ratty clothes.
In addition to the other options here, in the future you can also load them into drop pods and fire them at NPC villages. The tribals adore your old mismatched socks, torn shirts, and skid marked underoos. The relation bonus might be worth more than the handful of silver you'd get from trading it.

Personally though, I burn old stuff.
I typically use the Mend&Recycle mod which adds a mending table. It allows you to fully repair clothes and also adds better options to break down clothing into usable materials. Burning always works if all else fails.

Another mod option is VGP Fabrics, one of the things it adds is the ability to salvage apparel, which breaks it down into whatever materials it was made from.
Check your campfire and see if you have an option to make a "burn apparel" bill. I thought that was in vanilla, but I can't be sure.

Any reason why smelter is superior ? IIRC it takes a lot of power and doesn't do anything an outside water puddle can't

It's a lot less effort. Hauling to a stockpile requires walking some distance, the more stuff you need to get rid of the larger the stockpile and the more walking required, stepping over items slows colonists down as does shallow water or marsh causing this trek to take more and more time. Destroying at a crematorium or smelter is basically instant (smelting for resources does take some appreciable amount of work), they only have to walk the items to the smelter and poof them. If you are butchering raiders for example having a smelter in the room you are butchering them makes cleanup exponentially faster than even a very close dumping stockpile. Manually burning items suffers the same downsides as letting them deteriorate outside, hauling, big enough stockpile, walking over items, in addition to requiring you to occasionally draft a colonist, equip a molotov, walk them over and tell them to throw a few, then equip their old weapon.

Power is really negligible in the game, the cost of smelters or crematoriums isn't really a factor once you have electricity researched. A single toxifier generator can power a smelter and crematorium at a cost of 125 steel and 3 components, with leftover power for a tox pump to keep itself clean and running permanently.

Smelt them at a smelter to get resources back

You can use a Creamatorium or Smelther to just destroy the item outright

Or you can have haulers carry the stuff to an outside stockpile for the stuff to Rot away. Putting them in water makes them Rot faster
Step outside of your base and strip the piece/s off.
