Then save that file with the name: modsconfig.xml (or just save the file with any name and afterwards rename it to this name)
You want to make sure it isn't renaming it to modsconfig.xml.txt in the background on you. Easiest way to check this is to make sure windows is not set to "hide extensions for known file types"
If during this process it asks you: "are you sure you want to change file type?", then answer yes to that question, you are changing from a .txt file type to a .xml file type. Both are just text files, but they do have different extensions.
Now you need to move that file into the config folder, which is by default (on windows10) located here:
C:\Users\USERNAMEHERE\AppData\LocalLow\Ludeon Studios\RimWorld by Ludeon Studios\Config
