IMO, provided this isn't a terribly frequent issue caused by a mod/bug, this is "intended game mechanic."
Though, the -20 debuff is a steep penalty for very serious social issues:

If only one such instance, it would be from Cheating/Divorce, not simply being rebuffed. (See "Social)
If it's going on rampantly, causing multiple pawns to quickly stack up rebuffed penalties, then... there's something else going on, there, I think. (Bug/mod)
Yes, it's sometimes annoying, even disastrous. BUT... all those relationship buffs/debuffs help to flavor play. It's a primary component of what Rimworld is all about. It inspires players to build on other morale issues to help offset those sorts of penalties.
It is, however, "your game." If you don't want those, I'm fully supportive of that. I just think that it's an interesting part of the evolving game and helps support some pretty creative play. /shrug
Mods exist and that's available to you. I would, however, suggest you use more lightweight solutions than heavy-handed ones.
(Note: Strictly considering the wiki entries. I don't recall the debuff value from in-game experience atm.)
Use that and set up a rule that do not allow the pawns to court each other. It helps a lot when you do not want slaves to court clonists.
